Online program?, Return policy 100% ?

Question: Hi,

The ad shows printed material that would have to shipped, but there is no mention of shipping cost. Is the program something you just download?

The return policy at checkout was not 100%, it seemed to be a review process by the company that processed the credit card, am I reading that wrong?
