Cardio then a Tabata session?

I have just discovered Tabata training and can see the benefits and the versatility it offers. My question is, I have an hour of physical training at work everyday and would like to know 1) after completing a Tabata session is the rest of the hour used as recovery-cool down. 2) will it be ok/beneficial to either do a cardio session before and/or after the Tabata session?

What I have tried:
10min bike warm up-tabata session (either sprints, rowing, kettle bell/weights etc) - recovery/rest-at least 20mins. I feel exhuasted but great..

Or am I just not maximizing my tabata intensity?
